Basic Concepts
Railways are a safe and cheap mass transit system for passengers and goods transportation, when compared to other modes, but they require heavy investment.
Railway development strategy will be carefully prepared in a staged manner , so that the system is effectively and practically used. Based on the present conditions, rehabilitation and improvement of existing facilities is a priority to ensure a safe and orderly system.This will be one of the first plans to be implemented in the short term. A master study plan for establishing further future development will be desirable to carry out in this short term period. After utilizing existing railway facilities, upgrading or strengthening of the railway will take place, so as to meet the requirements of railway traffic demands in the medium to long term period.
Although it is thought that the medium to long term plan shall be prepared as a result of the above master study plan, the projects to be implemented in the median to long term are tentatively proposed as follows.
